Now that cleaning efforts are wrapping up, I have a proposition for you, Terminal Tokyo. I'd like you to listen, and I'd like you listen carefully. Ever since I've gotten here only a week ago, I have heard over and over how inevitable it is for us to be attacked again. I've heard it said that organization on the scale of emergency prevention is impossible because of how often everyone comes and goes here.
My name's Shannon Vaughn and I think that's all a load of bullshit, frankly. What I'd like from every one of you is to reply to this if you have any passing interest in helping during the event of an attack or natural disaster. Even if you don't think you have any marketable skills, say something here. That's what training is for, and if we want to stop picking up pieces instead of stopping the problem at its source, we'll have to do it.
What I need now is for everyone interested in combat, communications, medical aid and support, and then anyone interested in working to lead and organize those groups during a crisis. In addition to that, let me know if you would like training in any other areas and we'll organize what we can to get you the skills you need to help out. Information on the chain of command will be readily available once we actually have one established.
This is a big effort, but I'll be damned if I'm going to sit back and take the hits. Give me what you've got and I'll do my best to make sure we're prepared for anything else trying to take us down.

Combat roles are for those who want to fight. Recommended for Chosen and partners who can digivolve. May be called upon for aid in clean-up after the fight.
Communication roles are meant for those with ease of transport and ability to deliver messages and updates on the field. D-Terminals are not practical in a fight and make word-of-mouth of utmost import. The eyes and ears.
Medical roles are what they say on the tin. People who can take care of any injured. May also help with evacuation.
Support roles mean we're looking for jacks of all trades. Anyone who can dole out supplies to those working, anyone who can provide transport for those with slow-moving digimon or help evacuation, anyone who can work on setting up physical barricades to protect evacuees.
