Sometimes people lose their way. Doesn't make them evil. I heard that Juptiermon used to be a great Digimon. Maybe he's just lost his way too.

I definitely can't say much about Jupitermon, I don't know him, and only know he's started this. From what you've said, though... since he probably isn't in charge now and it's a third party, I suspect there's someone or something black as pitch working here.
