Raidou has been telling me a bit about how power levels work here. How this Lotusmon was a 'Mega' level, and so far only a few people can reach the level below it, 'Ultimate'.

I know I haven't been here long, I can't make assumptions about how things are done. But I'm worried. This city has no defense against her or any other powerful Digimon showing up again. I'm not sure the city can take that again. It's amazing that no one died.

I think... maybe we should talk about contingency plans.

Um... I'm one of the ones whose partner can reach Ultimate level, sir. I also face Lotusmon in an event long before the blackout.

What plans do you have in mind?

Nothing solid. I'm not military or anything like that- I wouldn't know how to organize something far reaching.

But some kind of first line of defense or early warning system just makes sense.

Trust me, you're not the only one who thinks so, but it's a lot harder than it looks with everything being unpredictable. Enemies and allies. Even the world itself seems to do everything in its power to keep us from being on top of things.

Hmm... Well, where Guilmon's from, you get to Mega level by biomerging with your partner! Everything worked really different there, though. We reached Ultimate with blue cards instead of crests. Maybe there's some other way to do it here, but Guilmon isn't sure. I wish I could help more...

[He slumps, giving a soft sigh. It's a little bit beyond him. After a few seconds, though, he perks back up, raising a claw.]

But I bet a big team of Digimon might do the trick! You'd just need a really, really big group.

[Then again, Beelzemon was a Mega, and the combined efforts of two Ultimates didn't do the trick. It's a tough call...]
